The PS3 retail version of Oblivion looked better because of the game engine upgrades added later to the PS3 retail version. The 360 Oblivion expansions packs had the same graphical upgrades the PS3 retail version had because these items came out later. The devs later patched the engine upgrades to the 360 retail version making them the same although comparison pics show the 360 has superior HDR/textures.

Many will mention exclusives on their full proof lists which means nothing because devs could get better results on the 360 when it comes to the games SDF will list in deffense(360 multi platform games are often superior no matter the lead platform).
